01

When is a fire safety report required?

A fire safety report is the technical document that sets out the measures needed to prevent fire, limit its spread, evacuate people safely and allow the fire service to intervene effectively. It is required in the following cases:

01

Building permit

For new buildings, as required by the municipality and AME.

02

Renovation or extension

When the layout, escape routes or fire load change.

03

Change of use

E.g. from warehouse to commercial building, from office to hotel.

04

Technical acceptance

When proof that fire protection measures have been implemented is required.

05

AME inspections

To address findings and bring the existing situation into line.

06

Insurer and investor requirements

Independent technical assessments and reports.

Types of building

  • Residential and multi-occupancy buildings
  • Commercial buildings and offices
  • Hotels, restaurants, shopping centres
  • Hospitals, schools, public buildings
  • Factories, workshops and warehouses
  • High-rise buildings (over 22 m)
  • Rooftop and ground-mounted photovoltaic (PV) systems
  • Fuel stations and higher-risk buildings

Every report is prepared for the specific building: the classification, fire load and protection measures are set by its use, height, floor area and number of occupants.

02

What the report contains

The content follows Administrative Instruction (MIA) No. 12/2017 on the content of fire safety reports. The report consists of a written part with calculations and a set of drawings, and its structure is adapted to the type and complexity of the building.

Part 1 · Written part and calculations

  1. 01Details of the building, investor and designers
  2. 02Legal basis and applicable standards
  3. 03Classification of the building by use, height and risk
  4. 04Calculation of the specific fire load
  5. 05Fire compartments and fire resistance of building elements (EN 13501-2)
  6. 06Reaction to fire of materials (EN 13501-1)
  7. 07Escape routes: length, width and capacity
  8. 08Emergency lighting and safety signs (EN 1838, EN ISO 7010)
  9. 09Fire detection and alarm system (EN 54)
  10. 10Hydrant network and water supply (EN 671, EN 14384)
  11. 11Calculation and placement of fire extinguishers (EN 3-7)
  12. 12Automatic suppression: sprinklers (EN 12845), gas, kitchens
  13. 13Smoke and heat exhaust (EN 12101)
  14. 14Electrical installations, lightning protection (EN 62305) and PV systems
  15. 15Access and hardstanding for fire appliances
  16. 16Organisational measures, maintenance and training
  17. 17Equipment specification and cost estimate (BOQ)

Part 2 · Drawings

  1. 01Site plan with fire service access and outdoor hydrants
  2. 02Floor plans with fire compartments and protection measures
  3. 03Escape routes, exits and emergency lighting
  4. 04System diagrams: detection, alarm, hydrants, suppression
  5. 05Evacuation and rescue plans (ISO 23601)
Delivery format

The signed and stamped report in print and electronic form (PDF), with drawings in DWG/PDF. On request, coordination reports are also prepared in English.

03

How we work

  1. 1
    Request and documents

We receive the architectural design and building data and define the purpose of the report.

  2. 2
    Site visit

For existing buildings: assessment of the condition, escape routes and existing systems.

  3. 3
    Protection concept

Classification, fire compartments and required systems, coordinated with the architect and building services designers.

  4. 4
    Preparing the report

The written part, calculations and drawings, in line with the applicable legislation and standards.

  5. 5
    Internal check

Quality control and a check by a second engineer before signing.

  6. 6
    Submission and approval

Submission to the municipality or AME, with clarifications and additions through to approval.

  7. 7
    Support during construction

Consultation during construction, checking that measures are implemented, and support for technical acceptance.

Documents we need

  • Architectural design (plans, sections, elevations) in DWG or PDF
  • Use of the building and expected number of occupants
  • Building permit or existing documentation (if any)
  • Electrical and mechanical services designs (if they exist)
  • Contact details of the investor and lead designer
Timescale

Set by the size and complexity of the building and confirmed in the quote, once the complete documentation has been received.

04
